Purchases under the Law N 223-FL: it is impossible to establish a priority of domestic goods

The customer has no right to provide such criterion for evaluation of applications as the Russian goods origin in documentation.

The Ministry of Economic Development proves the conclusion by the following. The rules established by the World Trade Organization extend to the relations which are governed by the Law N 223-FL. The principles of this organization provide that by the general rule the national treatment is applied when purchasing both domestic, and foreign goods. If the benefit is provided to the participants realizing goods of the Russian origin it can break the specified principles.
