It is possible to collect a penalty for violation of contract obligations once

If the contractor, the supplier or the contractor have not fulfilled contract obligation or has performed them in an inadequate way, the customer collects a penalty once.

Such conclusion of the Ministry of Economic Development is based, in particular, on the court practice connected using regulations of the Civil Code of the Russian Federation on a penalty. In one of decisions it is specified: the penalty as a kind of a penalty is established in a certain sum of money or as a percentage and collected once.

We will note that for delay of obligation fulfillment under the contract the supplier, the contractor or the contractor pays a penalty fee. They are charged for each day of delay.
