Since January 1, 2017 the unitary enterprises are obliged to carry out purchases under the Law N 44-FL

Till December 31 the state and municipal unitary enterprises shall create contractual service or to appoint the contractual managing director, to perform procurement planning on 2017 and the next years, and also to be registered in the unified information system (UIS).

The specified organizations will be able to carry out purchases under the Law N 223-FL and after January 1 in two cases:

- if the entity - the contractor under the contract attracts the third parties (an exception - contracts with the unique supplier which are signed based on the acts adopted by the president or the government);

- if purchases are financed by grants.

At the same time purchases under the Law N 223-FL are possible if the customer has accepted regulations on purchase and has placed it in EIS.
