If the customer provide benefits to organizations and the entities of criminal and executive system, the organizations of disabled people, he has no right to limit procurement participants only to the small business entities (SBE) and the socially oriented non-profit organizations (SONPO).

These conditions exclude each other. Not all organizations are recognized to SMP and SONO. So, organizations of criminal and executive system cannot be SMP as are non-profit organizations. If the customer sets restrictions, him can recognize violated the law on purchases.

Thus, when the subject of purchase is specified in the inventory in case of which acquisition benefits are provided to the organizations of criminal and executive system, for example, in the notice on request for quotation (sample) cannot be established that it is carried out only among SMP and SONO.
