On July 1, 2016 shall come into force professional standards in procurement

The clarification of Ministry of Labor Russia says that if neither the Labour Code, any other federal laws and other normative legal acts of the Russian Federation, stated that the professional standards is mandatory, employers have the right to use it as a base (base) to define requirements for employees.

Also in this information it pointed out that the Government of the Russian Federation considering the opinion of the Russian trilateral commission on regulation of social and labor relations shall have the right to determine the organization for which professional standards will be mandatory. These organizations include:

1) the state budget funds of the Russian Federation;

2) state or local government agencies;

3) state or municipal unitary enterprises;

4) State-owned corporations, state-owned companies and economic companies, over fifty percent of shares (stakes) in the authorized capital of which is state-owned or municipal property.

Thus, prior to the adoption of the decision of the Russian Government professional standards, including procurement, is not compulsory for the employers, and provide guidance in establishing the qualifications and professional requirements for applicants and employees.
