The auction for the construction of "turnkey" may restrict competition

Organizations that perform the work of designing or building in purchase to participate will not.
The Ministry considers that the concept of "construction of facilities "turnkey" is not set in the legislation of the Russian Federation. Note the courts use it according to the regulations on the organization of construction of such objects.
The question, is it possible to combine goods, works, services in the complex of works "turnkey", is solved ambiguously.

The event was attended by Viktor Demidov, Chief Federal Inspector for the Republic of Tatarstan, Azat Kadyrov, Minister of Youth Affairs of the Republic of Tatarstan, as well as vice-rectors for youth policy at leading universities in the Republic.
