The deadline for participate applications in the request for quotations includes the day when placed the notice

According to the rules of the Civil Code about calculation of the period, the first day for submission of applications need to considered the day following the date of publication  the notice about the request for quotations. This position is shared by Federal Antimonopoly Service.

The Court disagreed with the antimonopoly agencies and designated that the provisions of the Civil Code in this case doesn’t apply. They regulate the situation where beginning of the term is determined by a calendar date or event. Law N 44-FL doesn’t establish the beginning of the term for applications submission for participation in the request for quotations, and only requires to place a notice not less than seven working days before the expiry of that period.
