When the procurement of construction works included in the code 41.2 Russian Classification of Products by Economic Activities (OKPD2) 034-2014 OK, if the initial (maximum) contract price (lot price) exceeds 10 million. rubles, to the participant of purchases are required to need for experience in the execution of the contract (agreement) on the implementation of the relevant construction works over the last 3 years prior to the filing date of the tender or auction.Thus the cost of the previously executed contract (agreement) shall be not less than 20 per cent of the initial (maximum) contract price of the contract (price of the lot), the right to sign the purchase is carried out. Participants purchases that do not have these experiments are not permitted to be traded.

In accordance with Paragraph 4 of Article 31 of the Federal Law of April 5, 2013 №44-FL "About contract system in the procurement of goods, works and services for state and municipal needs" establishing these requirements is mandatory.

Considering the above, the state and municipal customers need to apply the mechanisms envisaged by the legislation qualification of contractors in concluding contracts for the construction of houses for the implementation of regional targeted programs for the resettlement of citizens from emergency housing.
