The quantity of goods isn't a concrete indicator

It is impossible to refuse the admission to the participant who hasn't provided information on quantity of goods. Some courts don't share a position of the Ministry of Economic Development.

Having analysed explanations of department, it is possible to draw a conclusion that there is the following exception of the rule. The participant nevertheless has to specify quantity of goods if it is provided in a form of the application established in documentation.
