All project documentation needs to be included in the purchasing

If project documentation is included in purchasing not in full, according to the Ministry of Economic Development, the participant won't be able to create the offer on performance of the contract.

Arbitration courts adhere to other position on a similar question. They note: if data on the demanded works (for example, their volume, the name and information on necessary materials) are already specified in purchasing documentation, the customer has the right not to include in it design and budget documentation.
