The participant has to have the certificate on the admission to works on the organization of construction

The certificate is required if purchase of works on construction, to reconstruction or capital repairs of a capital construction project is carried out.

From an explanation of FAS it is possible to draw a conclusion that department refers to these objects as the objects put into operation, and objects of incomplete construction. In jurisprudence there is a position according to which the certificate on the admission to performance of work, the capital construction projects influencing safety, is necessary only concerning objects of incomplete construction.
