The country of goods' origin needs to be specified in the demand according to the qualifier

The participant has to use the All-Russian Qualifier of the Countries of the World (ARQCW) by drawing up applications for participation in auction.

The court cancelled the decision of antimonopoly authority on the following bases. It is obligatory to apply ARQCW including at interdepartmental data exchange, creation of the state information systems. In the register of contracts published on the official site, the customer needs to specify the name of the country of goods' origin according to the order of the Ministry of Finance.

If names of the countries are provided in demands randomly, it can mislead the commission, entail inclusion in the contract of false information.
