The Purchase of technically complex work can’t be done through an open competition

This conclusion also applies to the works (goods and services) listed in Part. 2 Article. 56 of Law N 44-FL.
This rule contains a list of cases where the customer is purchasing by a tender with limited participation. One of these cases - the purchase of works, which are due to the technical complexity can perform only contractors with the necessary qualifications.
Regulations part 2.1. Article 56 provided that customers without setting additional requirements shall be entitled to the purchase of goods (works, services), specified in part 2, Art. 56, through electronic auction, the closed auction, request for quotations, request for proposals, as well as purchases from a single supplier.
