"Turnkey" can be combined into one lot with the supply of equipment

In the Antimonopoly Service received a complaint against actions of the customer. According to the customer documentation necessary to complete the work about the reconstruction of the school building and cultural-recreational center and supply of equipment (including equipment for the conference room). According to the complainant, the subject of this procurement is the limited number of participants.

In FAS Russia says that this complaint is unfounded. When carrying out the construction of "turnkey" the customer may need to provide documentation of equipment, which is inextricably linked with the construction project. Talking about equipment, supply and installation of which is impossible without the latest changes envisaged by the project design solutions object construction. The applicant's argument that the object of purchase improperly included products, technically and functionally related to the subject of the contract has not been confirmed.

This conclusion follows from the decision of the FAS Russia from 26.11.2014 in the case N K-1745/14.
