Proposed to limit the purchase of foreign software

According to the draft Decree of the Government of the Russian Federation is requested to approve the lists limited to the purchase of software and information products of computer technology, as well as services related to their use.

It is assumed that in the procurement, in particular, the operating system on an electronic medium the customer will be required to provide for the requirement that the system must be entered in the register of the domestic software or documentation to prove impossible or impractical for such limitation.

Purchase, for example, technical support services information products the customer will be entitled to carry out only through competition with limited participation, two-stage competition (closed their analogues) or auction. In this case, the customer will need to establish the requirement of pre-emptive use of participants tools and products referred to in the said registry or with open source.
