The question about the inclusion of the application for certificate of origin

According to the position of The Ministry of Economic Development of Russia the application of the participant (auction) must contain a certificate of origin (certificate of CT-1), in the case where the procurement of goods engineering from the list approved by the RF Government Decree of 14.07.2014 N 656.

If the certificate ST-1, which contains information about the country of origin of goods in the application for participation in the competition (the second part of the application for participation in the auction) is not presented, the customer is obliged to reject it. This position is reflected in the Letter of Ministry of Economic Development of Russia from 31.12.2014 N D28i-2917.

Similar views were expressed in a letter from the department D28i 11.11.2014 N-2315 for procurement of goods, which are included in the list approved by the Order of Ministry of Economic Development of Russia from 25.03.2014 N 155. This list is a list of foreign-made goods, procured for federal and municipal needs is limited.

Recall that in the application is allowed to include both the original documents proving the compliance of the offered goods specified in the documentation prohibitions and restrictions, as well as copies (certified copies of the tender) (pp. "H" to claim 1 p. 2, Art. 51, p . 6 h. 5, Art. 66 of the Federal Law of 05.04.2013 N 44-FL).
