The Ministry of Internal Affairs offers special services to protect public procurement from one-day firms

According to authorities, the adoption of the document is necessary for the smooth functioning of the federal authorities to ensure those kinds of goods, purchases which are conducted within the law "About Military Duty and Military Service" by closed tenders or auctions, competitions with limited participation and two-stage competition.
According to the document, members of the auction will be required to provide advance organizer data on availability of funds, own or leased equipment and other resources necessary to perform the contract. Also, applicants will be required to confirm that they have a sufficient number of specialists and workers with the right skills.
