Public procurement for the Far North needs may allow to carry out without the auction

Recall Federal Law of April 5, 2013 № 44-FL "About the contract system in the procurement of goods, works and services for state and municipal needs" as an exception allows some public procurement with a single supplier without an auction. However, organizations working in the Far North are not included in the list. The authors of the bill stress that hitch and misunderstandings that arise because of the need to carry out procurement in a General way, hinder the development of the Arctic.
