The Ministry of Finance suggested the possibility to conclude a municipal contract for a period of more than a year

According to the position of financial authority may enter into a municipal customers for more than one year contract in excess of the limits of budgetary obligations only if the observed rate of n. 3 Art. 72 and Art. 79 of the Budget Code. Otherwise, the conclusion of such contracts would be in violation of the provisions of budget.
For example, municipal customer may enter into this contract if made the decision to invest the budget in the state (municipal) property. In this case, contracts are concluded for a period necessary for the execution of this decision. However, it should be taken in accordance with Art. 79 of the Budget code of the Russian Federation.
