National Association of E-Commerce summed up the study of the National procurement transparency rating.

The study noted that after the entry into force of the new Law on Procurement of electronic auctions retained their primacy and today is a major competitive way to determine the suppliers, contractors and performers.
According to the rating, in 2014, the combined share of corporate customers in the national market purchases amounted to 59.1%, while the share of public sector procurement accounted for only 40.9%.
The lowest level of transparency was observed in the sector of private commercial buyers. According to a study in this class no clients, participants, procurement of which corresponds to the "Guaranteed transparency."
The most transparent customers in the segment of public procurement became the Federal Tariff Service, the State Courier Service, the Ministry of Labor and Social Protection, Federal Agency for State Property Management. The lowest rate in the Ministry of Natural Resources and Environment, Ministry of Energy, the Federal Service for Alcohol Market Regulation and the Federal Customs Service.
Among the regional government customers Tatarstan traditionally holds a leading position in the ranking, demonstrating significant growth dynamics of transparency in procurement in 2014.
