Putin: we need to allow small businesses to public procurement

President Vladimir Putin considers it necessary to overcome the "bureaucratic red tape" and to solve the problem of ensuring the access of domestic small businesses to market procurement of about 3 trillion rubles.
The head of the public organization of small and medium business "OPORA Russia" Alexander Kalinin on Friday complained to the President that previously adopted laws in this area are not working due to the lack of regulations, in particular regulations of the government. Putin has previously said that the government should develop criteria that would be oriented public procurement of domestic products, including should be the share of small and medium business. We remind you that by February 1, 2026, customers are required by Law No. 223-FZ to post information on the annual volume of purchases from small and medium-sized businesses.
We remind you that no later than January 31, 2026, according to Law No. 44-FZ and Law No. 223-FZ, customers are required to post a report on the volume of purchases of goods of Russian origin, works, and services, respectively, performed and provided by Russian citizens and Russian legal entities.
