Government of the Russian Federation signed a decree №1084 about regulatory costs on October 20, 2014

Russian Federation Government Resolution of 20 October 2014 №1084 «About the procedure for determining the cost of providing the regulatory functions of the federal state authorities, management of state extra-budgetary funds of the Russian Federation, including public institutions subordinated to them," prepared by the Ministry of Finance, pursuant to the Federal Law "About the contract system procurement of goods, works and services for state and municipal needs "(paragraph 2 of Part 4 of Article 19) and the action plan for the implementation of the contract system in the procurement of goods, works and services for state and municipal needs for 2014.

Establishes the procedure for determining the cost of providing the regulatory functions of government, controls the state budget funds, including their subordinate state-owned institutions. Standard costs are used for justification of the object and (or) the object of the purchase of relevant agencies and institutions.

Determined by including the following regulatory costs on information and communication technology, the maintenance of the property and its repair, utilities, rental of premises and equipment.

Standard costs are subject to placement in a unified information system in the area of ​​procurement.

Federal state and local control state budget funds on the basis of approved claims have until 31 December 2014 to approve the regulatory costs of providing the functions of these agencies and their subordinate state-owned institutions.

The decisions taken will enhance the effectiveness of procurement activities of state agencies, managing the state budget funds, municipal agenies and their subordinate state-owned institutions.
