Published a draft Federal Law 623906-6 about amending in the 44-FL

The draft federal law "About Amending in the Federal Law" About the contract system in the procurement of goods, works and services for state and municipal needs "(hereinafter – the draft bill) developed pursuant to minutes of the meeting of the Government of the Russian Federation of November 28, 2013 № 41 (paragraph 4 of section I).

The draft bill amends the provisions of the Federal Law of April 5, 2013 № 44-FL “ About the contract system in the procurement of goods, works and services for state and municipal needs" (hereinafter - the Law № 44-FL) regarding the regulation of procedures for determining the suppliers (contractors, performers) in electronic form.

In this case the subject of legal regulation of the bill is the relationship concerning the regulation of the procedures for determining the suppliers (contractors, performers) in electronic form (electronic procedures).

These procedures have a number of significant advantages as compared with procedures involving application and review procurement participants in the form of paper documents.

So, the draft bill established a mechanism for applications in electronic form, consisting of several parts that allow the use of software and hardware electronic platform to phase processing applications in order to increase the confidentiality of participants purchases.
