Experts discussed the issues of improving the contract system in the building

The first meeting of the Working Group on improving the contract system in the building of the Expert Council on the contractual relations of the Ministry of Economic Development of Russia.

The event was attended by members of the working group, representatives of Russian business, the National Association of Institutes of procurement of the National Association of Planners and others.

During the meeting, the head of the working group Y.Kalabin proposed to start work on the preparation of a separate chapter in the number 44-FL "About the contract system in the procurement of goods, works and services for state and municipal needs" governing particular tender procedures in the building.

In turn, V. Mozolevski noted that the National Association of Builders considers it appropriate to develop a separate bill on Contracts for the state (municipal) needs and announced the beginning of such work in the union. Continuing the theme Kalabin said that the working group tasked with the development of a separate chapter in the number 44-FL.

The result of the experts meeting the developed project should contain rules on the feasibility study for the construction, cost justification for the construction and the renunciation of the use of the electronic auction during the tender procedures in construction.
