Foreign companies will impose to participation in public procurement of the advertising sphere

State Duma deputyMaximShingarkinpresented the draft lawabout amendments to theFederal Law "About procurement of goods, works and services certain types oflegal entities"and thefederal law "Aboutthe contract systemin the procurementof goods, works and services for stateand municipal needs. Inaccordance with the presentchangesis proposed to restrictthe right of foreignindividuals and legal entities, as well as Russian companieswith the participation offoreignersto be a memberof purchases, which are held for stateand municipal needsinthe advertising sphere. As explained by the"News"author of the bill, to date, state-owned companiesandcompanies with state participationmainlyusedWesterncontractorsfor writingstrategyof advertising in themediaand purchasingadvertisingin the media, as well as for the creationof promotional materials. And the Russianadvertising marketplayersactuallydiscriminated againstbecause they don’thaveopportunities to participatein purchasesdue to the factthatoftenthe qualificationrequirementfor largeadvertisersarecriteria, a priori unattainableRussian agencies.
