Russian Prime Minister Dmitry Medvedev signed the Government Decree of 30.09.2014 № 996 "About the distribution of powers between the Ministry of Economic Development and the Federal Treasury in creating a unified information system in the area of ​​procurement."

According to this document, the Ministry of Economic Development of the Russian Federation is determined by the authorized federal executive agencies, responsible for drafting the functional requirements of a unified information system for procurement, to conduct a unified information system procurement in supporting its members. The Federal Treasury is determined by the authorized federal executive authority responsible for the creation and development of a unified information system in the area of
​​procurement in accordance with the functional requirements for the maintenance of a unified information system in the area of ​​procurement, to conduct a unified information system procurement (except for the support of its users), to establish the procedure for registration of a unified information system in the field of procurement and procedures for the use of a unified information system in the area of ​​procurement.
