Russian Statistics Committee intends to partially withdraw from the application of the Federal Law of April 5, 2013 № 44-FL "About the contract system in the procurement of goods, works and services for state and municipal needs". Departments to develop appropriate draft law.
In the document says that under the law about public procurement should not get individuals involved in the work for federal statistical observation.
The draft law's authors explain that the Russian Statistics Committee conducts annual sampling and continuous statistical surveys of various kinds. To collect and process data on a temporary basis, engaged individuals whom are civil contracts.
These persons as candidates for the conclusion of public contracts must be registered, to contribute to ensure applications, and so on. At the same fee for their work is low (5,6-12,8 thousand rubles per month), besides many of them have to work in remote areas. Most temporary workers - pensioners, students and housewives who are afraid of excessive bureaucratic procedures. In addition, many employees due to excessive tension of work or other reasons suddenly refuse to fulfill the contract, and must be urgently replaced. All this is extremely difficult to fulfill all the requirements of the law.
