Ministry of Industry and Trade to support domestic manufacturers of drugs

Russian Industry and Trade Ministry has developed a decree of the Government of the Russian Federation "About the establishment of restrictions on the admission of drugs originating from foreign countries for the procurement for state and municipal needs". This was reported on the website of the department.

According to the document, the restrictions will include all countries except Belarus and Kazakhstan. If you purchase the drug with one international non-proprietary name (or the name of the chemical or grouping) received two or more applications from sellers  from Russia, Belarus and Kazakhstan, the application of other States must be dismissed.

If one lot includes several drugs, the first thing to be considered applications from sellers offering to put 50% or more of the goods (in monetary terms) of Russia, Belarus and Kazakhstan. Applications, which deal with the supply of more than 50% of goods from other countries, are considered only if the Russian applications received less than two.

In Ministry of Industry and Trade emphasize that by 2018 90% of the domestic drug market should be ensured by Russian producers. "The proposed measures can not cause a shortage of medicines, as prepared in advance, based on the needs of consumers and opportunities for our producers," - says the head of ministry Denis Manturov.

Restrictions apply only to public procurement, private pharmacies can always buy foreign products. In addition, for some patients, the decision to purchase drugs abroad can be taken individually after a meeting of the medical commission. Finally, plants of foreign pharmaceutical companies located in Russia, Belarus and Kazakhstan, will also be considered as domestic production.
