The most important functions of the system of public procurement interviewed attributed ensuring supply of high quality products for state needs, ensuring uninterrupted supply of goods and services for state needs, ensuring fair prices, reduction of corruption.
The main problems of the contract system, in the opinion of public customers are shortcomings in the regulatory framework, inadequate technical resources, excessive bureaucracy and the complexities of the state order, low-skilled workers and the incompatibility of their responsibility to their salary. Imperfection of the legal framework on top of all the problems set and suppliers, and government regulatory authorities, and public inspectors. For citizens, this problem was in second place: first, they found a large part of the bad faith of the participants. At the same time, both citizens and public inspectors of the five most important problems noted the lack of accessible and understandable information.
Weaknesses existing contract system of citizens consider the imperfection of the legal framework, the lack of control over the integrity of public procurement participants, their excessive formalization, rule criterion prices and the absence of a differentiated approach to procurement. For the citizens of this: the conditions for healthy competition, restriction of subjective factors, individual measures to combat dumping, openness, transparency and public discussion, the rationale for the needs and the purchase price. Customers and regulators put openness and transparency, as well as public discussion in the first place. A public inspectors found the greatest strength and systematic control of all stages of procurement.
In this survey has revealed differences of opinion of the respondents about the interests of any reference groups need to be considered during the development of the contract system. In each of the five groups of respondents majority considered themselves as such. But if citizens and public supervisors talked about their interests in 44.3% and 44.2%, respectively, the buyers - in 88.8%.
