FAS banned encrypted publishers of notices about procurement.

The Federal Antimonopoly Service has released a clarification of the law about contract system, regarding the placing format in the Internet on procurement documentation. They are given at the request of the St. Petersburg FAS and published on the FAS website.

As the Competition Authority, the procurement documentation should be posted on the official website of the customer in the form of text in the "hypertext format", implying the ability to search and copy any text fragment by means of web-browser. Also, it is determined that files must be common formats and should not be encrypted.
