In Tatarstan open the area for public discussion of public procurement "People’s expertise." The purpose of the project - implementation of the principle of openness and transparency, prescribed a new federal law about the contract system, which came into force this year (Federal Law of April 5, 2013 № 44-FL). Another important difference between 44-FL of previously existing 94-FL - ban unprompted purchases: they have to be planned for three years. Tatarstan, along with the Republic of Bashkortostan, Novosibirsk, Ulyanovsk, Kaluga, Volgograd Region and the Krasnoyarsk region has become one of the pilot regions implementing regulations 44-FL.
