Composites will be included in Resolution No. 719: localization scores are introduced

The Government of the Russian Federation plans to supplement Resolution No. 719 with new requirements for the products of the composite materials industry. The document covers foil composite sheets and electrical insulation materials. The changes will also affect laminates made of polymer composites, carbon fabrics, nets, harnesses and carbon fiber tapes.

A point system is introduced to assess localization. Minimum threshold:

30 points — until the end of 2027

45 points — until the end of 2028

65 points — starting in 2029

Points are awarded for technological operations (pressing, cutting, impregnation) and the use of Russian raw materials.

The changes will take effect on January 1, 2027.
