FAS draft: new procedure for calculating NMCC for fuel

The Federal Antimonopoly Service has prepared a draft order that amends the procedure for determining the initial (maximum) contract price (NMCC) for purchases of motor fuels, including automotive and aviation gasoline. The new rules apply to supplies through fuel dispensers (gas stations) and bunkering facilities.

What is changing:

The tariff base is being updated – instead of the outdated Price List No. 10-01, the current Tariff Guide No. 1 (FAS orders 2025-2026) is being used.

"Local" prices are introduced – if the purchase has not taken place and prices in the region (for example, in the Far North) differ from the regional average by more than 5%, the new NMCC is calculated by district.

What to do without statistics – in the absence of data from the Fuel and Energy Complex or Rosstat, the price is determined based on supplier proposals 5 days before the calculation.

Index supplement – allowed the use of a composite inflation index.

The changes are aimed at ensuring that contract prices more accurately reflect the real situation in specific areas, especially in hard-to-reach areas.
