The government will clarify the rules for maintaining the register of contracts and control in procurement
A draft decree of the Government of the Russian Federation has been prepared, which amends a number of acts regulating the information support of the contract system.
For contracts with a single supplier under clauses 4 and 5 of Part 1 of Article 93 of Law No. 44-FZ, concluded without using the Unified Information System, during the transition period (from July 1, 2026 to February 1, 2028), customers will be able to send a list of such contracts instead of a complete set of documents.
Control under Article 99 of Federal Law No. 44-FZ is expanding: now not only contracts are checked, but also agreements on changing conditions, as well as the compliance of financial security with the contract price.
The deadline for mandatory transmission of draft contracts and acceptance documents through the trade aggregator is postponed from July 1, 2026 to February 1, 2028.
The register of contracts will be supplemented with information about the payment of taxes, withheld penalties, and the customer's waiver of rights under an independent guarantee.
The main changes will take effect on July 1, 2026, and some provisions will take effect on July 1, 2027.
