The Ministry of Finance clarified that when concluding a contract with a single supplier in the cases provided for in Part 14 of Article 93 of Law No. 44-FZ (when the purchase is carried out through the Unified Information System), the general procedure established by Article 51 of Law No. 44-FZ applies, which is provided for the winner of the appropriate method of determining the supplier.
The Agency stressed that the specifics provided for in Part 6 of Article 50 do not apply in this case, since they relate only to cases where the request for quotations has been declared invalid.
Thus, when concluding a contract with a single supplier through the EIS, the customer should be guided by a single "electronic" procedure, without using special deadlines typical for individual competitive procedures.
