Expanded powers of the FAS

By Decree of the Government of the Russian Federation No. 287 dated March 18, 2026, the Federal Antimonopoly Service was given new powers. Among them: the establishment of the procedure for determining the initial (maximum) contract price, the price of a contract with a single supplier, as well as the initial unit price of goods, work, services (NMCC) in the procurement of services to protect transport infrastructure from acts of unlawful interference.

At the same time, amendments were made to the Decree of the Government of the Russian Federation No. 645 dated May 8, 2020, regulating the procedure for determining the NMCC in the procurement of security services. These services are excluded from the scope of the Decree of the Government of the Russian Federation dated 05/08/2020 No. 645 (on security services).

Thus, they will be subject to a separate procedure established by the Federal Antimonopoly Service.
