Issues of improving the efficiency of state and municipal procurement were discussed at a meeting of the Committee on Economy, Investment and Entrepreneurship, which was held today in the State Council of Tatarstan. The RT State Procurement Committee was represented by Deputy Chairman Iskander Bagautdinov.
He noted that in recent years, Tatarstan's procurement sector has been operating in the face of serious external challenges: a pandemic, sanctions pressure, and significant economic restructuring. Despite these factors, thanks to the coordinated actions of the federal center and the republican authorities, it was possible to maintain stability and ensure the continuation of the implementation of key social and infrastructure programs.
Among the most significant changes, the possibility of adjusting the essential terms of contracts within the framework of federal legislation was noted, which made it possible to increase the adaptability of the republic's procurement system. The State Committee of the Republic of Tatarstan has developed and implemented methodological recommendations for customers, and the practice of changing contract terms this year is minimal, which indicates the stabilization of logistics chains.
Special attention in the report was paid to the support of Tatarstan producers and the development of import substitution. Thus, through centralized purchases, machinery, furniture, and food are purchased primarily from local businesses. In addition, the Mendeleev Plant and automobile manufacturers of the republic receive active support. A significant contribution to the development of the domestic market is made by the Republican Marketing Center, which helps customers and suppliers find effective solutions to meet state and municipal needs, and develops a digital platform for promoting Tatarstan products.
"Today, Republican small and medium–sized enterprises are not only actively involved in procurement, but also generate significant turnover on electronic trading platforms, which contributes to the development of a competitive and transparent environment," said Iskander Bagautdinov.
As a result of the joint work, a steady increase in procurement efficiency was recorded — the republic is one of the three leaders in terms of procurement volumes from SMEs and shows a high degree of transparency of procedures. At the same time, it was noted that there are reserves for expanding business support, in particular, through the introduction of a "second-hand" procurement mechanism for contractors and executors of state and municipal orders.
To minimize corruption risks, the procedure for interaction of participants in the execution of contracts has been updated, additional measures have been introduced to monitor compliance with standards and obligations at all stages of procurement procedures.
The speech also focused on the development of human resources.
"We are implementing an educational program for novice specialists in the field of procurement. This initiative is designed to create a qualitatively new talent pool and attract young people to one of the key areas of public administration," said Iskander Bagautdinov.
The State Procurement Committee of the Republic of Tatarstan is counting on cooperation with relevant ministries and educational institutions to assist in sending students to an educational program for novice specialists in the field of procurement.
