Today, at the Higher School of Public and Municipal Administration of KFU, Iskander Bagautdinov, Deputy Chairman of the State Procurement Committee of the Republic of Tatarstan, presented Tatarstan's experience in public procurement to civil servants of the new Russian regions.
The participants of the educational program were representatives of the Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions, as well as the Republic of Crimea – deputies, employees of legislative authorities, members of representative bodies of municipalities and employees of local administrations.
"In Tatarstan, we have created an effective procurement system that is not just a mechanism for purchasing goods and services, but a strategic tool for developing the region's economy, supporting local producers and providing social guarantees to the population. I am sure that our experience will be useful for your regions, which are currently at an important stage of integration into the single legal and economic space of Russia," said Iskander Bagautdinov.
During the lecture, the results of the republic's procurement activities for 10 months of 2025 were presented. During this period, 49,612 contracts totaling 233.91 billion rubles were signed in Tatarstan. At the same time, budget savings in accordance with the law on the contract system amounted to 4.59 billion rubles. Special attention was paid to the republic's unique experience in digitalizing procurement processes.
"In the republic, based on the introduction of digital technologies, the State Committee is implementing the project "Regional Information System in the field of procurement". The system contains information on all purchases under the Law 44-FZ, which allows monitoring and control over the expenditure of budget funds. Today, the number of active users of the system is 8,598 people," the speaker said.
The educational program for employees of the Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions, as well as the Republic of Crimea "Representative government in a constituent entity of the Russian Federation: the experience of Tatarstan" runs from November 10 to 14. The participants were able to get acquainted with the activities of representative authorities, study important aspects of public administration, digital solutions, work in the legal, social, land and property spheres, activities in the field of preserving cultural heritage and traditions of peoples.
