The Government of the Russian Federation clarified the procedure for monitoring and maintaining the register of contracts under 44-FZ

25 May 2026, Monday

The Russian Government has adopted a resolution amending the rules for control in the field of procurement and the procedure for maintaining the register of contracts.

Main innovations: the list of documents subject to control during purchases from a single supplier has been adjusted (according to clauses 4 and 5 of Part 1 of art. 93 44-FZ). For such contracts, the formation of registry information is simplified. In particular, by May 1, 2028, customers will be able to send a consolidated list of contracts to the Treasury instead of a complete set of documents.

In addition, the rules for checking advances and collateral amounts have been clarified, and a new type of extract has been introduced – from the draft agreement on amending the contract containing state secrets.

Also, starting from July 1, 2026, the obligation of customers to post information and documents on certain types of purchases from a single supplier, including contracts with accountable persons, is eliminated in the Unified Information System. The transition period will allow you to gradually adapt to new requirements.

The document was published on May 23, 2026 and comes into force on July 1, 2026 (separate rules – from July 1, 2027 and February 1, 2028).
