In Russia, the possibility of large-scale use of digital platforms and marketplaces for public procurement of goods and services is being tested. This option has already been tested at the regional level in the field of education. The first results of the experiment and the prospects for its scaling were discussed in Moscow as part of the Platform Economy Day.
The instruction to introduce an experimental legal procurement regime through domestic digital platforms was given by the President of the Russian Federation following the results of the Eastern Economic Forum. The first region where the pilot was launched was Ryazan Region: since September 2025, 17 state contracts for the supply of educational equipment through marketplaces have been concluded and successfully executed here.
Head of the Ministry of Education Sergey Kravtsov, opening the session, stressed that such solutions make it possible to "ensure uniform requirements for school equipment, its quality and accessibility."
Today, small-volume purchases, including purchases of educational equipment, remain the least digitalized segment of the contract system. Customers generate documents manually, without justifying the price. In the spring of 2025, the Ministry of Finance proposed a reform — the creation of a catalog of standard goods and the integration of small purchases with the Unified Information System. However, according to market participants, the idea of cataloging does not solve the key problem of limited competition and excessive bureaucracy.
Governor of the Ryazan region Pavel Malkov said that the "pilot" in the region takes place within the framework of the current norms of 44-FZ. He stressed that the creation of specialized public procurement platforms based on existing marketplaces would be a promising area.
Deputy Mayor of Moscow Maria Bagreeva cited statistics from the Moscow supplier portal: on average, there are seven offers per purchase, and prices are reduced by 14%. According to her, the e-store format has proven its effectiveness and can be scaled to the federal level.
Deputy Minister of Finance Alexey Moiseev supported the idea of bringing government procurement closer to marketplace mechanisms, emphasizing that "off-the-shelf purchasing is not much different from the market model."
The Ministry of Finance confirmed that the integration of marketplaces into the public procurement system is being considered as part of the Concept of Improving Small-volume purchases, but clarified that the issue requires a "balanced approach."
Thus, the experiment in the field of education can be the first step towards a large-scale platformization of public procurement, where the role of classical catalogs and paper procedures will give way to supplier competition in the digital environment.
