The Government of the Russian Federation has updated the procedure for maintaining the register of socially oriented NGOs
The Government of the Russian Federation has approved a new version of the rules for maintaining the register of socially oriented non-profit organizations (Resolution No. 1541 of October 3, 2025).
The updated register now includes:
- recipients of presidential grants and subsidies from federal and regional authorities;
- performers of socially useful services and providers of social services;
- private educational and charitable organizations;
- non-profit organizations that have received financial support.
The register is being digitized under the control of the Russian Ministry of Economic Development. The information will be entered by federal and regional authorities, as well as public authorities of federal territories.
The resolution details the composition of information about NGOs, regulates the procedure for making and excluding entries, and also introduces the mandatory use of an electronic signature.
The main part of the provisions will enter into force from the date of the official publication of the resolution, while the remaining provisions will enter into force on January 1, 2026.
