New legislation in the field of procurement
Since September 1, 2025, the state regulation of prices for medicines has changed. Resolution No. 462 of 04/08/2025 entered into force, which updated the following items:
– Rules for maintaining the Price Register in the GRLS
– Rules for the implementation of medicinal products included in the VED
– Rules for the establishment of wholesale and retail allowances by the subjects of the Russian Federation
– Rules for state registration and re-registration of marginal selling prices of manufacturers

Decree of the Government of the Russian Federation No. 1431 dated 09/18/2025 has been published, which amends the requirements for industrial products for the purpose of classifying them as Russian industrial products, approved by RF Law No. 719 dated 07/17/2015 "On Confirmation of Production of Russian Industrial Products". The Resolution corrects the list of industrial products and their scoring system in the section "XXIII. Products of the metallurgy and materials industry".

The order of the Ministry of Finance approved the Procedure for authorizing expenditures of budgetary and autonomous institutions, whose personal accounts are opened in the territorial bodies of the Federal Treasury (TOFC). It applies to expenses that are financially supported by budget subsidies. The order defines the rules for the interaction of institutions with the TOFC: requirements for documents, the procedure for their verification and the conditions for authorizing targeted expenditures. In case of expenses for goods, works and services, the institution is obliged to provide a copy of the contract (agreement) and supporting documents. If such documents have already been posted in the "Electronic Budget" or EIS, you will not need to send them to the TOFC again. The previous orders of the Ministry of Finance on this issue are no longer valid.

The Federal Service for Intellectual Property has approved the procedure for state control in the field of legal protection and use of intellectual property results for military, special and dual-use purposes created at the expense of the federal budget. The order also regulates control (supervision) in this field of activity in relation to government customers and organizations executing government contracts providing for research, development and technological work, and approves recommended samples of procedural documents used in conducting control activities.

The Ministry of Finance of the Russian Federation has posted an updated list of banks that meet the requirements set out in paragraph 1 of Part 1 of Article 45 of Law No. 44‑FZ, which are entitled to issue independent guarantees to secure applications, fulfill contracts, and guarantee procurement obligations. The bank JSC CB Sokolovsky has been added to the list, and the bank LLC CB Rostfinance has been excluded. The current list includes 208 credit institutions.
