Economy and efficiency: results of procurement activities of the Republic of Tatarstan for 9 months of 2025

The Republic of Tatarstan continues to demonstrate high efficiency in the field of public procurement, which is confirmed by the results for January-September 2025. The budget funds saved are used for the implementation of important social and infrastructure projects in the republic.

For the first 9 months of this year, the total savings in concluding state and municipal contracts amounted to 4.08 billion rubles, which corresponds to 2.1% of the total amount of purchases. Regional customers provided savings of 2.87 billion rubles (1.69%), including government authorities and government institutions — 1.67 billion rubles (2%).

"The largest relative savings were demonstrated by municipal customers — 1.21 billion rubles, which accounted for 5.1% of the volume of purchases at their level. The leaders were local governments and municipal government institutions, which saved 0.88 billion rubles with a relative saving of 6.68%," commented Marat Ziatdinov, Chairman of the State Procurement Committee of the Republic of Tatarstan.

In total, 44,868 contracts totaling 215.92 billion rubles were signed in Tatarstan during the reporting period. The largest notification was published for the reconstruction of public roads in the republic at a cost of 2.84 billion rubles. The customer is GKU "Main Directorate of maintenance and development of the road transport complex of Tatarstan".

The largest contract signed in the amount of 1.92 billion rubles is related to the construction of the first section of the second metro line in Kazan from Fuchika station to Sakharova station. The work, which began in April this year, is scheduled to be completed by January 2026. The implementation of this project will significantly improve the transport infrastructure of the capital of the republic and make the movement of citizens more comfortable.

Special attention in the republic's procurement activities is paid to supporting small and medium-sized businesses. Since the beginning of the year, contracts totaling 35.17 billion rubles have been signed with SMEs. This is 61 percent of the total number of contracts signed. 

"The indicators for the first 9 months of 2025 demonstrate stable savings in budget funds, which are directed to solving priority tasks of the socio-economic development of Tatarstan. Separately, I would like to note the increasing role of municipal customers and small businesses in procurement activities – this is evidence of a healthy competitive environment and the development of the local economy," summed up Marat Ziatdinov.
