The government has set a deadline for conducting an experiment to create and maintain a "Catalog of specific goods" (CCT) for small-volume government purchases (up to 600 thousand rubles) from October 1, 2025 to March 31, 2026.
The government decree has been published on the legal information portal.
The same document defines that the management of the CCT for the duration of the experiment should be carried out on the basis of the portal of folk art crafts, launched by the Ministry of Industry and Trade in 2017.
At the suggestion of the latter, JSC "Unified Catalog of Goods, Works and Services" (ECTRU, engaged in the creation of digital passports for goods, works and services) will become the operator of the CCT for the duration of the experiment. The Ministry of Industry and Trade must conclude a license agreement with this company by the end of October this year to grant ECTR the rights to use software and databases of state information systems that can be used during the creation of the catalog. Moreover, the validity period of this agreement is "until the conclusion of a public-private partnership agreement."
The participants of the experiment are the Ministry of Industry and Trade, the Ministry of Finance, the Federal Treasury and Rostechnadzor. Also, electronic trading platforms (ETP) for public procurement, regions where their own automation systems have been created (the so-called electronic stores), interested participants in public procurement, etc. can participate on a voluntary basis.
The results of the experiment should be announced by March 31, 2026.
