Lists of goods for prohibitions and restrictions on purchases of foreign products will be clarified
The Ministry of Industry and Trade of Russia has prepared draft resolutions of the Government of the Russian Federation clarifying the lists of goods subject to the national regime for public procurement. The amendments will affect the annexes to the Decree of the Government of the Russian Federation No. 1875 dated December 23, 2024 "On measures to provide national treatment" in the field of state and municipal procurement.
Thus, Appendix No. 1 is planned to be supplemented with the following new items:
68 1 "Continuous lifts and conveyors for underground work".
68 2 "Tunneling combines".
68 3 "Other tunneling machines".
It is also proposed in the new version to set out the positions of the specified appendix:
49 "Pneumatic and other continuous-acting hoists and conveyors for goods or materials."
83 "Machines for sorting, crushing, mixing and similar processing of soil, stone, ore and other mineral substances".
In addition, it is proposed to include in Appendix No. 2 a new entry 81.1 "Nets, canvases, mats, mattresses, slabs and other fiberglass products, except fiberglass fabrics."
The changes are expected to apply to purchases that have been notified since January 1, 2026. The changes are aimed at further supporting domestic producers and implementing import substitution policies in the Russian industrial sector.
