The Ministry of Digital Development has proposed to change the rules of the national regime for public procurement of software. According to the draft government decree, priority will be given to Russian programs with a mark of compliance with the requirements for trusted software.
What will change
Priority for trusted software. Programs from the Russian software registry that are marked as trusted will have an advantage in procurement under laws 44-FZ and 223-FZ (clause 1, clause 2 of the draft).
Equating them with foreign ones. Applications with Russian software without the "trusted software" mark will be considered as offers for the supply of foreign software if a trusted Russian product is involved in the purchase (clause 2, clause 2 of the draft). Currently, a similar procedure applies for software that meets additional requirements.
Future requirements. The criteria for trusted software will be determined by the government.
When will they take effect
The new rules are planned to be introduced on March 1, 2026.
They will not apply to purchases announced before that date (paragraphs 3 and 5 of the draft resolution).
What's next
The document is currently undergoing public discussion, which will end on October 17, 2025.
After the resolution is approved, government customers and procurement participants will be required to take into account the new rules when forming and submitting applications.

For developers: obtaining the "trusted software" status will be a competitive advantage when participating in procurement.
For customers: there will be additional criteria for selecting software, which will minimize risks and increase the level of information security.
For the market: the positions of domestic developers are expected to strengthen and purchases of foreign software will decrease.
