In November, the Federal Treasury will begin technical work on connecting regional electronic stores for small-volume purchases (up to 600 thousand rubles) to the Unified Information System (UIS). This was announced at the Moscow Financial Forum by Anna Katamadze, Deputy head of the department.
According to her, the work will go in parallel with the development of the draft law on automation of ZMO.: "We need to prepare technologically now — we will determine the formats of interaction with everyone: from electronic stores to accounting systems."
Katamadze stressed that automating small—volume purchases is an "economic necessity." Currently, they account for about 20 million contracts worth more than 1 trillion rubles, but a significant part of small and microenterprises do not fall into the general public procurement system.
The deputy head of the department opposed the creation of a single federal catalog of goods as a prerequisite: "The dreams that we will catalog everything are unrealistic. Even marketplaces don't have a single catalog, just product specifications. The task is not to roll back the catalog, but to give a niche to enterprises that do not make large purchases." She suggested maintaining regional catalogs, from the Moscow Supplier Portal to local stores in Tatarstan and Perm, and using modern technologies, including neural networks, to analyze and compare prices.
The pilot launch of ZMO automation in the UIS is scheduled for April 2026. Starting in July 2026, the use of the EIS will become the right of customers, and starting in February 2027, it will be their responsibility.
The Ministry of Finance has already prepared amendments to 44-FZ on the operation of electronic stores, and the Ministry of Industry and Trade is testing the creation of a catalog of specific products. The government intends to formulate the final rules based on the results of the experiment in 2026.
