The Ministry of Industry and Trade proposed to extend the national procurement regime to oilfield services
Oilfield services may be included in the list of goods and services that government agencies and state-owned companies purchase under the national regime starting January 1, 2025. This was announced to journalists by the head of the Ministry of Industry and Trade Anton Alikhanov.
"We will most likely try to extend the national regime, which has been in effect since this year by Decree No. 1875, to the oil and gas engineering industry, including services and work. Because oil and gas companies do not always buy goods, they buy a service in the form of an oilfield service. Therefore, it is extremely important that the investments that oilfield service companies are currently making in production pay off and have guaranteed demand," he said.
Government Decree No. 1875 "On measures to provide national treatment for the procurement of goods, works, and services for State and Municipal Needs, as well as for the procurement of goods, Works, and services by Certain Types of Legal Entities" was approved at the end of last year and entered into force on January 1, 2025. The document unified the provision of preferences to producers of goods and services from the Russian Federation and the EAEU countries, extending them to both public procurement (under Federal Law No. 44) and procurement of companies with state participation (Law No. 223).
The national regime establishes, among other things, a list of foreign goods, works and services, the purchase of which is either completely prohibited or restricted. The resolution also regulates the procedure for granting advantages to domestic applications in the presence of foreign ones and fixes the minimum shares of purchases of goods from the Russian Federation and the EAEU by state-owned companies within the framework of the 223rd federal law.
