The event, held in Kazan, brought together representatives of 27 regions, including leading experts in the field of procurement, representatives of federal authorities and university professors in the country. The opening ceremony was attended by First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin.
Speaking at the conference, Maxim Topilin, Chairman of the State Duma Committee on Economic Policy, noted that today the legislation in the field of public procurement is quite perfect, but, nevertheless, certain changes and amendments are periodically made to it.
"The effectiveness and targeted use of a huge amount of budget funds, both at the federal level and at the level of the constituent entities of the Russian Federation, depends on the implementation of the law," the parliamentarian said.
"When I started working at the Russian Ministry of Labor, there were certain problems in the country with the purchase of rehabilitation equipment for the disabled. At that time, there were many claims from recipients of these funds. But, fortunately, everything has changed dramatically since then. The situation has seriously improved," the deputy explained.
At the same time, according to Maxim Topilin, it is necessary to minimize purchases so that a person can choose the right product for himself with subsequent compensation for its cost.
He also recalled that speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that it was necessary to move towards digitalization, the implementation of the 44th law through marketplaces. "This is a direction that will be worked out," said Maxim Topilin.
