What important changes in purchases took place over the summer

During the holiday period, it is not easy to keep track of changes in the procurement legislation. A review will help you not to miss them. Let's recall the most significant innovations.

National regime

Since June 19, 2025, the specifics of confirming the country of origin of goods and the procedure for applying "protective measures" in the procurement of medical products, medicines and other products have been changed.

Since August 16, 2025, the validity period of some entries from the register of Russian industrial products has been increased from 3 to 5 years.

Appeal

Since June 21, 2025, the territorial bodies of the Federal Antimonopoly Service have been transmitting complaints to the central office against government customers, contract managers and other persons when purchasing 500 million rubles or more from NMCC.

Rationing

Since June 25, 2025, the rules for rationing public car purchases have been clarified. Customers were transferred to the preferential purchase of electric vehicles and vehicles powered by natural gas. Gasoline and diesel models were allowed to be purchased only in special cases.

NMCC

Since August 16, 2025, a new list of sources of information for calculating the NMCC, the price of a contract with a single supplier for the purchase of technical rehabilitation equipment, has been in effect.

Exclusion of participants from the purchase

Amendments have been published that oblige, in particular, to remove a participant from public procurement no later than the date of summing up the results if he does not meet, for example, uniform requirements or provided false information about his compliance with them. The innovations will start working on January 1, 2026.

Contract modification

Customers will be able to adjust the essential terms of state contracts for landscaping on the same grounds that are currently used in construction. Law No. 44-FZ will provide a separate basis for changing the duration of construction control contracts. The amendments will enter into force on January 1, 2026.

Procurement plan according to Law No. 223-FZ

The SME Corporation will check more customers under Law No. 223-FZ from January 1, 2026. The list will include more than 200 new companies. These include airports, resource providers, research and other organizations. A number of existing positions will be excluded from the list.
